Baldr's death was supposed to be the signal that ragnarok was coming. It was believed that he would be reborn after ragnarok was over and rebuild a new world. It was believed that one man and one woman would climb into the branches of the world tree and thus help the human race survive.

Balder's death was prophesied as happening before Ragnarok, so the Aesir figured that they could postpone Ragnarok indefinitely by making Balder invincible. Alas, they forgot to let mistletoe in on the plan.

ldyrhiannon, I think you're remembering tales of Heimdal, he was the guardian of the Rainbow Bridge, Bifrost.
According to the old stories, Frigga had a prophesy where she saw Balder dying. This scared her so much that she went around the world, begging every single thing in it to swear not to be the cause of Balder's death. She skipped mistletoe, thinking it was too young to crave an oath from.
Afterwards, the gods would take turns at times throwing various items at Balder as a sign of respect at his indestructibility. Loki convinced Hoder (a blind god) that he should throw something as well. Loki gave him a dart made of mistletoe and helped aim his throw, which killed Balder instantly.
I believe it was Odin who went to Hel to ask for Balder to be returned to the living. She agreed to this if every living thing would cry at his death. Almost everything did, except for Loki, who was shapeshifted into the form of an old woman. So, Balder remained in the land of the dishonored dead, and Loki was hunted down and punished for his part in Balder's death.
