I believe he admits to a mild dyslexia, which may or may not be related to the trouble he has in reading, which is why he doesn't do a lot of it.
His condition strikes me as something closer to Asperger's Syndrome, which would explain the problems with communication and his difficulties in reading social cues.
Obviously, none of this is detrimental to a successful political career in the modern age, as measured by an ability to win elections. He and his crew have proved remarkably capable there. It's just that troublesome governing of the country that is proving so vexing!

Actually, I don't see him as an idiot. Maybe we're looking at this the wrong way. He found a way to let the people who attacked us off the hook and managed to use the tragedy as an excuse to mine for oil in Iraq, he's totally ignored Sudan, but finds it neccessary to make laws concerning flag burning, when so many flags aren't even American. And with all this, not only are people not questioning him, they worship him. He even got re-elected to do more mass destruction! I think he's a freakin' genius.
