In family names "schwarz-" generally refers to hair, not skin color (Schwarzkopf, for instance, means "black head (of hair)"). "Egger", a derivation of the Southern German (and Austrian) "egg(e)" refers to the location of a farmer/peasant's farm (it's related to High German "Eck(e)" (corner, nook)). Thus "Schwarzenegger" would translate as something like "the man now running the farm at the black-haired man's nook".
