I think it depends on many things. What the subject is, what is on, how immediate is the need for resolution. If it is an important matter, like, deciding the color for the wallpaper in the baby's room. So you ask during a playoff game, then I think the person interupting the game is being rude. Such decisions, or even discussions about decisions can wait until the game is off, or at least a commercial break.
If you are trying to tell someone you are taking their kid to the Emergency room and their eyes don't turn away, they are being more than rude, they are being inconceivably indifferent.
So I guess I need more specifics about the circumstances.

Yes, of course. But it's just as rude to presume you're so important that as soon as you open your mouth, everyone is going to stop what they're doing to listen like you're E.F. Hutton.
It cuts both ways. I need to remember that many times, I'm interrupting someone engaged in an activity, so I need to ask them politely to pay attention....just as much as after that, I expect them to do what they've just assented to.

On the other hand, maybe "someone" finds it rude that you are trying to interrupt his TV watching?
Probably the best thing to do is to walk over between him and the TV and say, "May I interrupt your TV viewing for a moment?"
If he says, "Sit down! You're blocking the screen!" then you may safely assume the answer is "No".

Yes I do, and the way I handle this problem is, I stand directly between the TV and the person who I am addressing then they have no choice but to look and listen to you.

What's worse is when you are talking and they don't take their eyes off the tv and still hold up their hand like a stop signal. Really pisses me off.

that's just as rude as not looking you in the eye. if they won't take their eyes off the tv it signals that could care less about you, and it's time to lay down some law or they can kiss your butt goodbye
