In residential construction, there are 12 to 14 risers per story. Often 12 to squeeze the staircase into the floor plan. But 14 risers (with a corresponding shorter rise and slightly longer run) are more comfortable to climb and safer because they are less steep.

In commercial buildings each floor is taller and the stairways are better designed. 18 risers per floor would be close to the minimum and 22 is not uncommon, especially if there is extra space for ductwork in the floors. Call it 20 per floor (7+ inches rise each)

Well lets see. Hypothetically, stairs are about 8-9 inches in height, and one story is about 10 feet (on average). Therefore lets do the math. More or less there would be about 13+/-1 steps per 1 story. So to find out for four stories, it would be 4x(13 +/-1) = 52 +/- 4.

Therefore there will be anywhere from 48-56 steps in 4 stories worth of stairs.

On the average a story is about 10 feet. Stairs are typically five feet for each flight. So there would be 8 flights of stairs in a four story building. A flight of stairs is a series of steps before you reach a platform. Typically you have a platform between two flights connecting two stories.

It depends on the stairs and it depends on the stories.

Often, stairs have a 9 inch rise and stories are 10 feet high. But they are making stairs with rises closer to 6 inches now and a story could be 8 to 12 feet. You'll have to do the math.
