You need to make a concerted effort to make friends. Making friends is difficult; but locating people who could become friends is rather easy. Maybe you need to work on your people skills.

just talk to people
go to concerts of bands you like
and exchange fone numbers with people you meeet
then call them
find kids at school that look and dress like you do, or like you want to look or dress, and ask them if you can hang out with them
