my friend gave his two week notice and now they want to terminate him after a week. They told him that the last week could be used for his vacation pay. Can they terminate him after a week?

Yes, they sure can. Anytime you give your notice, you have voluntarily quit. Most states are "employment at will" states anyway, so unless there was a contract in place there is no guarantee that you will work out your notice. If they let you go, it's not a termination, again because he has voluntarily quit. I think they are being fair in letting him take his remaining vacation. Technically he is then still on the payroll for that week, so he will get paid and get benefits.

As a manager in Oregon, I was advised that even though an employee gave notice, I could not terminate her. Not that it was illegal, but that it has been challenged in court, the employee sued for wrongful dismissal and won. They CAN do anything, it's just whether the employee has an attorney to help challenge it.
