Run a jumper wire from the fusebox and bypass different parts of the instrument light circuit, starting directly at the positive conection on the printed circuit board that the bulbs screw into and working your way back until at some point the bulbs don't light... I've done that and traced a fried dimmer with success.

P.S. make sure there is a good ground connection to the lights too...
...thats a given, right?

Just to the left of the headlight switch is the dimmer dial.
The plug behind it came off, or the swith is bad.

fuses good, bulbs good, time to check the wiring

check wiring, maybe lost its ground source. Had that problem before with tail lights.

some cars have a dimmer switch for the dash lights... make sure they aren't just dimmed
