You have to be a citizen of the US. You can live in and be a citizen of any state you like after that.

Amendments to the US Constitution
Article XIV Section 1.
All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.
If you are a US citizen, just move to Texas. If you are not, contact the Department of State for information on becoming a US citizen.

You need to be a citizen of the USA first. Then in 7 years Texans will consider you one of them.
