...areas that are sectioned off like towns but they have names like TR35ED? What does that mean and are these areas inhabited?

They are called townships. A township has not been established and has no local government People can live in them but all the services (such as road plowing, trash removal, police, fire dept etc.) are paid for by the county and not the town itself.
