It all depends on the guy. Some guys will be flattered and responsive while others will be complete jerkoffs. Even if the guy who you tell likes you back, if he's a jacka$$, he may just turn on you and treat you like crap. But like I said, it all depends on the guy and how brave you are.
If you are confident and will be confident in who you are no matter what he says... then I say go for it. Guys take too long sometimes and are even more shy than girls are.
I've experienced both. I usually just go for it so I won't have a crush on a guy who doesn't like me. If he is a jerk or is put off by it... I move on to the next one.

Assuming he is single, it is still a big unknown. He may be in an off condition before you even communicate, he may be in a condition of abstaining after a dissappointment or rejection, he may be gay, I don't know, how many different possiblities are there.
I guess you'er asking 'is the fact that the woman communicates her feelings before he communicates his, relevant to his idea of perfection?' Ask him. Frankly I don't see a problem with that, but how are you going to communicate your affection for him. If he is sensitive, I think you shall know. I hope you are not some kind of obsessive stalker with a compulsion disorder, because that would make your sensitivity to his sensitivity invalid.
Usually friendship is a good first indicator of possibility. If you persist in seeking fiendship activities with him in the company of others, and then the two of you alone, that should give you plenty of time to get some intuition (a survey of positive and negative responses) happening for one way or the other.
Plan to spend a few months of data gathering.

NO!! Absolutely not. :) Just don't push him for an immediate answer. Let him think about you for a little bit first and then see what he thinks back. If he's shy, and you're asking him out or telling him you like him......tell him so and leave it at that for the moment. Then contact him later and talk. Chatting online might even be easier at first for him. But once you get him going he might be a charmer.
