Computer virus you have? Parental controls on? Internet provider? Do you have an internet provider from work or school that restricts you? Firewall or pop up bocker? Is your isp too slow?

If it is from a computer in a school, then it is a special parental controls or a firewal. Mostly a firewall beacuse they don't want kids going around(SURFING.) Or you service could of got canceled if you pay monthly, or someone reported you as spam and you lost everything. You could of accidently deleted you internet, because that could be a reason you computer won't load like you say it won't. I hope I was a help, that's what happened to me once.

try updating your Windows.. and check all your security firewall.. same problem happended to me recently and the update solved the situation.. good luck
