Terror and "(not so scary)" don't really go together but I will give it a shot... maybe you are looking for a psychological thriller?
Forgotten, The (2004): jumped me right out of my seat and had no blood or gore in it.

The most terror movie was "The Ring." I came close to get rid of my TV in less in a week, after I watched it....

Definitely Signs with Mel Gibson, because its not that scary but its very entertaining and has a good plot.

no not saw or hostel..those are nothing! watch the hills have eyes, that one is good. but not as scary as some other movies. i would tell u but u don't wanna know ;)
