As far as tuition goes, it is probably almost always cheaper to study right where you are. Of course, I live in America...and I know we have excellent financial aid at the level of graduate studies. I would tell you to steer clear of here for undergraduate engineering, but if you are graduate level, it is a good choice. Canada is very very cheap, but I am not sure of the education quality there. UK is good if you are a resident. From an American standpoint, our exchange rate makes everything there DOUBLE, so it is very expensive. Check out the exchange rates for your country, too.
Visa-can't help you there, but I myself may be going to the UK, so I might be able to help you pretty soon. :-)
Living Cost- I can only help you with UK and USA. UK rent is usually paid by the week (in London, 40-120GBP is the range). United States is by the month, normally (price varies by location GREATLY). Food is cheap in the USA; food in the UK is not AS cheap (friend who studied there told me to put that she had a hard time finding reasonably priced food).
Eduction Quality-You have good and bad places everywhere. In the USA, alot depends on your financial situation. Since you are Asian (not sure if English is your first language), you will have to take the "English" (TOEFL or something like that) test. We have great schools in America--Ivy League are hard to get into and expensive (you pay for the degree), but there are lots of good schools here and in the UK. Canada has alot of public universities that are reasonably priced-I don't know about prestige or quality of education.
*Last thing: jobs. You can find a job anywhere you go, don't worry about it. I would focus more on your studies and take out loans if you can....ESPECIALLY if you intend to go further than an undergraduate (BA,BS) degree.
It's a combination of things...you have to decide what's most important to you...it's hard to get the best of everything (price, quality, etc).

You should opt for russia as the education as well as food,living cost is very cheap,but you will get inferior education then your stated countries .From your options I think canada would be the best as education is good and cheaper than(very much cheaper)other three.Aus ,USA.UK countries can be called the most expensieve countries today and from your origin I think it is impossible for you to afford them even after taking loan.

US has some really good schools for engineering.

what degree are you seeking? If you are going for PhD, many schools will provide funding. I'm not sure how much bachelor's programs will fund you, but I think you can get at least a little something because you are international student. also, it may be likely that you can get a part time job at your university.
