I can understand that sentiment!
When I'm spring-cleaning, what I do is soak my blinds in the tub with a solution of either bleach or lysol, then use a scrub brush on them and wipe them down with a cleaning cloth after I drain them. I say bleach or lysol because I'm not sure bleach is a good idea on colored blinds.

I use Scrubbing Bubbles. Simply spray, let set for 5 to 15 mins depending on how bad, then wipe clean with a damp cloth.
No messing with taking them down, soaking and all of that.
Less expensive than buying new blinds, too.

Talk to the landlord about them first.
If these are blinds that came with the apartment -- DO NOT DISCARD if you are not going to be using them. Carefully take them down, roll some paper around them, tape it, use a marker to identify the window it came from. Store it in some corner, out of the way. Or give them back to the landlord.
Before you move, put them back on the windows unless you plan to leave your window coverings behind.

I filled my tub with warm water and added a degreaser, dawn dish soap, 409, etc, let them soak, then I would rinse them and hang up on the shower head from the top part of the blinds and let them drip dry. If they are old they make crack and break, if this happens I would go buy some more because they are sooo cheap.

This is what I did. I took them down and put them in the bath tub and let them soak in hot water and you may have to scrub a little with ajax
This is a good way if you dnt have access to a hose

there is a cleaning product i use just for this purpose that is called Greased Lighting (you can get it at your local walmart-very cheap) take your blinds down and either lay them in your tub or outside and spray this stuff on them drenching them. let them sit for just a little bit and then spray them off with water. works like a dream every time.

soaking them in the bath tub will break them up if the are old.
take them down, put them in a trash bag and replace them with something you can take with you when you move (curtains are always good) & give the filthy things to your landlord

PUT THEM IN THE BATH TUB WITH HOT WATER,BLEACH,& SOME DISH SOAP...LET THEM SOAK FOR A FEW HOURS & WIPE THEM OFF WITH A WASHCLOTH !!!
OR GO TO HOME DEPOT...THE BIG ONES ARE $7 & THE SMALL ONES ARE $4 !!!

If they're that bad, the landlord should clean or replace them. Doesn't sound like move-in condition to me.
