my best friend and his girlfriend broke up.actually she did and he didnt know the reason.so he waited for her to get back to him.the next day i see her kissing with a guy.she knew i saw her.do i tell him or not?i m afraid she might talk to him about what happened and he might be mad at me because i didnt tell him.

Your friend has a right to know, I would say if they were both your friends, stay out of it, but since they are not and he is your friend let him know. Then at least he has some type of closure and can realize what a chicken she is for not saying anything at all.
