In the elevation or the Ground Plan? In the elevation drawing, draw them like stiars. In the Ground plan. Normally I see the stairs actually drawn in the bottom floor and a hole drawn in the upper floor where the staris are to connect. Though, I guess you could draw them in both. It really dosne't matter as much as you are being clear with the drawings. Personally, I'd rather draw them in the bottom, and not in the top and put a note saying that the hole is stiars, but that's just me...

draw a stair which you can use for two purpose 1.to go up 2. to come down
