Zoning and your apartment rules would dictate what you could do or couldn't. I am assuming you are talking about one of those table top models. You would have to consider the waste and noise that you are going to generate.
As far as the business, if you are going to produce more than what a "hobby" would generate then again, you are going to need permits and your apartment's permission. If you are only talking small amounts that could be consider a "hobby" then I don't think there would be any issues except for noise. In which case, the neighbors will probably complain, then you better have your permits in place or be prepared to get them.
