i think that you should ask your parents/guardian that question and trust their judgment...it may not always be the answer you want to hear, but remember they make rules and decisions because they love you and want to make sure you are safe

Well the people to ask are in order: your parents, then those who's dogs you will be walking.

Then the thing to ask is there any local rules the cover walking dogs. You are to young to do this as a regular business.

At your age I would say that the peoples dogs you walk should be persons that your parents & you a familiar with. And nearby

Will the dogs be small enough for you to handle?
Is the area where the dogs will be walk safe?

Well the reason wouldn't be becaue your not responsible enough. Maybe you are , the problem would be you being out by yourself. Some people are creeps and if they saw you some wouldn't think twice about taking you, dogs or no dogs.
Talk to your parents and see what they say. You may not like the answer but trust them, they have lived long enough to know what the world is like. Then again some things happen reguardless of our carefullness.

Depends on the dog, your neighborhood, how mature you are and your parents. They could let you try it for a few weeks to see how you do. That would also give you the chance to see if you would really want to do it. It would be a big responsibility to take care of someone else's dog. I would at least let you try it out, how else would you know if you could do it or not. It is also a way for you to learn how to be responsible.

No, some 11 year olds are pretty mature and responsible, and if you fall into this class, then it is ok. Check with your parents first.

No, If you are strong enough to walk a dog, then you are probably old enough too. As long as you don't live in a dangerous neighborhood you should be good. ^_^

Not if you are very responsible and do it one dog at a time (or maybe two really small dogs at a time).
