Win 98 is preety bugged. You probably have a conflict somewhere somehow...best thing will probably be to reinstall Win 98. Or maybe uninstll explorer...If it only does that on web pages than you might wanna try a diff browser like Mozilla but if it does that to explorer 2 then not much to do.
