Turn the mouse around? Seriously, are you using a mouse with a rubber ball in it? If so it needs cleaning...clean the ball and the rollers or better yet trash it and buy an optical mouse, they are cheap these days.

If it is a roller ball one...there are two rollers that control movement. Unplug the mouse. Carfully remove the flat disk on the base of the mouse. The ball will drop out. Clean it with alcohol based cleaners. Clear the rollers of any fluff and muck. Use a cotton bud (Q-tip) to clean the rollers off with the alcohol based cleaner too. Put back together and it should be good as new!!

The problem could be on either of the two. Try using the same mouse on Another PC and if it behaves the same way then it needs to be repaired. It is easy to test it on another PC running on Windows as these are Plug and Play

put the pc off then open your mouse and check that not of to sliders have come away also clean inside the mouse and the ball then put that most back and restart your pc
you will not need to take the mouse cable out of the pc coz your pc is off when doing this work

has got a ball or a bright light?
if it has a ball there should be a way of taking it out look inside you should see two rollers one or both may have dirt on them.
if it has a bright (optical) try a plan piece of paper and see if it works ok if it does its probably your mouse mat.

Under the mouse twist of the cap, remove the ball, then with your
fingernail, scrape off the lint that's accumalated around the rollers.

I think its the mouse because i used to use them while at school - the ball needs to be cleaned or get another one, maybe the mat isnt helping either...try getting a laser one because they are tops, or just try the other options suggested...

Once I have cleaned (formatted) my computer and reinstalled XP for the same reason, at last I have understood my mouse was out of order. try first a new mouse if it runs well, then you can be sure, if not runs well it may be reason of an active virus in your computer.

If it's wireless change the betteries
It it's opical clean the lense
If it's an old one clean the ball
If all the above fail clean or replace your mouse mat!
