A lot of people have really creative ideas, they are just embarrassed about sharing their ideas in case they look silly. So I would suggest that you have several mechanisms for getting creativity flowing.

1) A formal session which works like a think-tank, a meeting where a problem is put before everyone and ideas are bandied about.

2) A suggestion box where you can have a list of areas that need thought above and people can anonymously or not put their ideas in.

3) team building sessions where people spend an afternoon once a month doing no work related exercises together.

Any ideas that are taken on board should be rewarded with something like tickets to a ball came or show (depending on person) if it is anonymous post the winning idea so that the more timid people know that their ideas count... and maybe next time they will add their name and get the prize :)

People aren't creative if they aren't happy (at least not in the way you want them to be) :)
