I inadvertently went through an Easy Pass with Cash Payment of
$.70 and left it on the booth rail. I want to include a money order of $.70 to insure I am not considered to be a welcher.

Here is contact information for the New Jersey Turnpike Authority, which is in charge of the Garden State Parkway. You may want to call or e-mail them first to make sure of the proper procedure to make sure you don't get a ticket.

Well most likely they took a picture of your car and will be mailing you a violation for the toll you went through and didn't pay probably with 60 days after it happened. If you pay it over the phone they don't charge you the $25 processing fee. I had a smart tag pass in working order and was still charged in PA because the machine didn't work, so I just appealed the first one and the second one I just paid the $1.00, on my credit card. Check the website, it'll probably help you the easiest.

Legally they can't make you pay ANY toll at ALL, that is why noone has ever gone to court over payment of tolls.

Chariot is right. Not to worry, they will send you a violation notice with all your options (appeal, plead guilty, etc).
