You have to be aware of the fact that if you hit a Mexican it is automatically your fault and they can sue you for very thing you are worth. Take the double indemnity policy with single drive collision clause and make sure all drivers are at least 25 years old. If you do have an accident make sure that you inform the other driver that you will do a double down if he insists on you being to blame. This will create a doubt in his/her mind and they are just most likely to settle with out indemnifying the courts.

I deal with car rentals every day.
Check first with your insurance company back home as well with your credit card, the may cover the CDW that protect the car.
Mandatory is the liability insurance that protect third party damages as well as medical and legal assistance for you.
In case of an accident is easy get help here than from home. If you avoid the CDW, any damages on the car will be charged to your card, and back home you deal with them if it's covered.
Law is the same for locals or tourist, but if you don't know Spanish, they may take advantage, make sure to call your car rental company immediately.

First check with your own insurance to see if you are covered in another country. Even if you are, buy the Mexican insurance. God help you if you have an accident down there. You could be bilked for a lot of money and tossed in jail. You have NO rights there. Save yourself a headache. Take a cab.
