does that mean you can't erase it, add to it, or delete from it?

Finalizing a disc session means that you will not be able to add any further information to the disc after the burn is completed. You will still be able to format a cd-rw though if you need to in the future.
Closing a disc is highly advised, since if you give the disc to other people their PCs might not be able to recognize the data on the disc if it is not finalized.

Finalizing is the process of closing the CD to all new data. This allows the CD to be able to be read correctly by CD-Roms and CD-players (depending on the format of the CDs content).

You can't add or delete single files from a closed CD-RW but you are still able to erase it to be able to write to it again.

On the flipside, if you have a basic CD-R, once it's finalized it can never be erased. It's permanent where a CD-RW is not (hense the RW = rewritable).

It means that it is closing the session. Which is generally required for the disc to be readable. You can add to it, sometimes, by creating another session, but if it's an RW disc, you can always erase and delete.

It has a two fold meaning. First it means that the drive is capable of writing data at the rate 4 times faster then the reference standard ( 1(x = rpm of the drive) It also means the rate that the disk can be written to. If you have a blank disk that is 4x and a 16x drive yo can only write to the disk at 4x speed maybe a little more but 4x is what the disk was tested at. Well that a bit simplified but I hope that answers your question.

It will block off adding other content, but until it is finalized (or if it is finalized improperly) it will only run on the system that burned it.

you can find this message while burning cd's. this means it finalises the disc after burning. acknowledges.
