in need of freon, what else could be the problem?

My hope is all you need is to have the system recharged because that is the cheapest fix.

Low pressure safety switch will shut down the compressor(usually due to a leak in the system). Most automotive A/C systems develop small leaks in hoses over time.

High pressure safety switch will shut down the compressor(usually due to dirty or plugged condenser). Clean Condenser.

Clutch on compressor may be bad and not engaging compressor. Replace the clutch if so.

The fuse to the compressor clutch may have blown out. Find out why by tracing wires.

Climate controls in the vehicle may be bad.

The one I'm dancing around-bad compressor.

And, of course, nothing works with out the fan belt in place.

As I said a recharge is the cheapest route to go.

The compressor could have gone out. Sometimes seals on the compressor fail, or it's just had enough and dies. Either way, I find that's the most common problem, besides running out of freon. Replacing it can get expensive, and may not be worth it. But it's something a mechanic will have to diagnose.

if it doesn't need freon either the belt that runs the compressor broke or the compressor is shot

I don't know but the same thing just happened with my 92 Mazda 929. Try getting on the highway and getting your RPM's up and turn it on. If it doesn't work after that, then you might have the same problem I do

Compressor, condensor, could be a bunch of things. None that are as cheap to fix as a recharge.
