First.reboot (restart your Computer). Then if u have protection run a virus scan. Delete infected files,If this doesn't work check with your Internet provider,they should know whats wrong.

first has to be working for u to ask the question and second try and check your cable, modem or phone you internet provider and tell them to do a check on your internet speed cause be a problem.

if u have another ISP operating it has set an firewall so it wont let you get on the net with another ISP. so you have to tell the current ISP to let u off.
or have you connected the cables properly,
or have you installed the CD properly,
or it might be your firewall disable it. then try
