Does the message display in a box entitled "Windows Messenger Service"? If so download a prog called FreshUi and from there navigate untill you see the setting for the above and disable it. You can also make changes to titles of Outlook Express and other settings from this handy utility.

download an antispyware. run it and scan your PC.

those are popups that invite you to messup your pc, ignore them.
