this is a common problem i have encountered,and it is due to your display adapter(graphic card)
first go to device manager and look for display adapters,expand the + sign and there will be your graphic card,double click that and click the driver tab,then you need to update driver,if you had a graphic driver cd-rom place it in your cd/dvd drive now,then let windows scan for the driver
the best option though is to go directly to the cards website,its a good chance your card is either ati or nvidia,and here are their adresses.........ati-- https://support.ati.com/ics/support/default.asp?deptID=894&task=knowledge&folderID=27.........nvidia--http://www.nvidia.com/content/drivers/drivers.asp.
download the appropriate driver and install it,if you get a message that its not digitaly signed ,ignore it,and once you have finished installing,reboot the system
when the p.c starts up again,your desktop should be back to normal

If u want 2 fix this,go 2 start,programs,accessories,system tools,then system restore. then u pick how far u want 2 go back & restore the pc.

right click the desktop, go to properties, click appearance, then click advanced. where it says item, click desktop and then match the color to whatever you want. then bingo

to fix this, right-click on your desktop, then uncheck "lock web items on desktop".
