Why don't stores stop selling cigarettes and alcohol?
Why aren't fast food places with fatty fried food illegal?
Why are motorcycles, skis, etc legal?

Simple answer: if the government can grab a tax dollar off it, they aren't gonna outlaw it. They turn a blind eye to the sales of all 'dangerous' things they can make money off of. Since the sale of drugs would be hard to regulate, and the government can't get all the taxes off them, they are illegal. Meanwhile dealers pay off government officials to look the other way.

The stores that sell rolling papers/pipes/etc all claim that it is for use with tobacco, even though they've got tye-dyed batiks with marijuana leaves hanging in the background. Silly I know, but as long as it's for tobacco, it's legal. There are still a few ppl out there who roll their own tobacco cigarettes.

They sell papers and junk for use with tobacco. If people misuse it after that, it is not the stores' problem.

Doesn't matter if they do or don't. Most of that stuff's easily manufactered from household items anyway.
