I am looking for crown vetch that is cheaper then 24.99 per pound.

No, they provide to wholesalers. I think you will have a hard time finding much cheaper unless you know a seed salesman (or someone that purchases for a golf course, because they buy from grass seed companies, and these companies are typically the same companies that sell crown vetch). Crown vetch is a very expensive seed, but you don't need that much. Try a farm-based retail store or call your highway department to see if they have any leftover.
