There are two types of penis in the standard mammal world- fibroelastic and hemodynamic. Fibroelastic are very long, thin, and retract completely into a sheath when not in use. Bulls and boars have this type, which does not engorge with blood or swell significantly. They also have a bone in the penis.
Humans have a hemodynamic, which do not completely retract but still may be protected by a sheath (a dog is a good example). These are the type that engorge with blood, and swell considerably. With these mammals, you can clearly see the penis even in its non-working state, protected ot not. Horses, rodents, and primates all have this type of penis.

Human penises can retract too. Some men are born with their penis retracted and it's not until puberty that their penis and testes descends.
