I mean would it still be part of New York State or part of Georgia since it would be in that state's waters ?

Were the waters inside the state of Georgia or off shore? If it was inside the state of Ga, then it would be a Georgia city. Boy, talk about a culture shock ....for both sides.

I doubt very seriously that Georgia would want to keep it. They would most likely find a way to tow it back to New York State or possibly make a fishing pier out of it.

isn't that sorta like if I had a boat and it floated over to your dock
it would still be my boat, just like the cruise ships are under the jurisdiction of their ownership, there is a town in Illinois that is on the west side of the Mississippi because the course of the river changed after a terrible flood, but even thou that town is now on the other side of the river it is still Illinois

That's a bit harsh. I'd be happy if it were annexed as independent, and the taxes went down for the rest of the state.
