In my opinion, the best way is for all the countries to reach an agreement that they will have a "zero-tolerance" policy against all terrorists, with the penality for terror or terrorist aid, to be the death penalty. Remember the days when the death penalty was given out w/o a second thought...hangings, shooting squad, etc... . Although, granted, the majority of these terrorists are the "suicide" type, they should be made a public example of and shown no mercy, as they have shown no mercy on the public. Hand-in-hand with this, the innocent civilians that are around these terrorist and are forced to support them, must somehow find it within themselves to rise up against them and show them that they will no longer tolerate them.

Brilliant. Bomb everyone you think is a terrorist, and create two to take the place of each one you dislodge.
Most of the legitimate political groups of today were once considered terrorists. Even the US patriots were considered terrorists by King George III of Britain.
The term 'terrorist' is applied too loosely, too frequently, and the bombs and bayonets are whipped out much too quickly.
Remember, the other guy isn't a 'terrorist' if you're in his country, attacking him.
