After I installed Cisco VPN software, Internet Explorer no longer works?

Actually it takes 5 minutes to open a web browser, and then is not very functional. Firefox continues to work fine.

You're running Cisco VPN Client 4.0.X for example? Try right clicking the padlock icon in the system tray and turn off the stateful firewall. Reboot too. See if there's any difference. Downloaded and installed the latest version of the VPN client? Also, you have the latest Windows and IE patches and hotfixes, etc? Also check/adjust your IE proxy settings... it might be sitting there trying to auto-detect the proxy settings for a few minutes causing the timeouts you're seeing.
