Sorry dear. A person cannot be arrested on circumstantial evidence alone. Without actual evidence to prove who did the deed, there is no recourse. Their car might have been seen, but that does not prove they did it. And forget retaliation. You might be the one going to jail instead if you are caught.

If you have a witness, you can press charges and get damages in a civil court. Get an estimate for how much it will cost to get your car detailed or repainted, if necessary.
