There is a Mandarin font conveying both CRISIS and OPPORTUNITY.

Think about this for a moment:

Rabies outbreak = crisis.

50,000 carcasses morphed to canned lunch meat = opportunity.

Get with the program.

Who really cares about what china does after all rabies can become a pandemic and kill a lot of people with out proper medical treatment. And do you think that with a population as great as chinas that they would have the facilities to treat as many people that need to be treated also their living spaces are really tight so the spread of rabies would be really quick from person to person so killing 50,000 dogs to save millions I think they handled it rather well. But then again who really cares.

Brutal, and for the large part, completely unnecessary, especially since many of the dogs they killed were already vaccinated against rabies. Why hadnt they considered a rabies vaccination program? Because they're PIGS, thats why.

So is that how they'll handle bird flu also? Killing everyone within 50 miles of the outbreak?

It was more of an attempt to show that they were powerful than any rabies reduction effort.
