ok well do you have microsoft frontpage?? well if you do it make it really easy, just start adding feature like hit counter, link buttons, all the fancy stuff then when you happy with it click the third tabdown at the bottom and copy all that jumble.
Now buy a domain name(like godaddy.com) and paste all that jumble into the html box and hit save, tada the simple way to make a website. Hope this help, you can only learn from there.

good thing would be to learn HTML. you can build a website using Notepad, if you know how. Openoffice.org can make HTML files, so you can design them easily with that, and it's free to download. Also, you need to rent space on a server of some sort. There are tons of companies that host websites, I use 50megs.com. You can transfer the HTML files from your computer to the site through FTP. If you don't know how to do that, get a program like filezilla and research it.

Wow, this is a very broad question. You can create your website using a web page designer such as dreamweaver or microsoft front page, both of these are what they call WISIWIG. This stands for "what i see is what i get." This is the easiest way of creating a web page because it doesn't require any skill of HTML coding. If you know HTML coding, u can create your page using "notepad" there are others, but that's the one i use.

BEST thing would be to learn XHTML and CSS for a simple website.
Also if you'r going to want a job in webdesing. People will want you as opposed to someone who only knows dreamweaver which isn't all that great for profesional design yet.
