Shouldn't they define exactly what gesture, expression, slang, words, touch, etc or a combination of those, and under what exact circumstances it constitutes " sexual harassment" instead of taking for granted that a female did not like or offended by a guy? Something that's offensive to one woman may not be offensive to another depending on their upbringing, culture and beliefs. What's offensive may not be offensive to you.

I think you need to really know the personality of the person at work before you let your guard down. Some people cant just take a joke. Then on the other hand, if someone tells you that something is offensive to them, and someone refuses to stop then they have crossed a line.
You are right though the law should be more specific!

You've answered your own question; how can you define something that is subjective? Woman A will be offended, Man B will not, While Woman C will be outraged, but Man D will be amused.

I agree that there are some instances where harrasment cases need to be viewed with some common sense, but the bottom line is what your mother or father taught you when you were a kid; watch what you say around people you don't know.

Lol, this is true. On my campus, I put up flyers that degraded this one girl's reputation (definitely not my finest hour). However, when I received punishment for it, it was filed under "sexual harassment." It was probably the most ridiculous thing I'd ever heard of.

AND.... at my work, this woman seemed to have a pretty fun personality so she asked me where the luster was and I replied, "well, when i think of luster, i think of lust... and when i think of lust, i think of you." I'm 21, and this women is like 50, and I was obviously joking but she took offense to it. BUT last night she hit me on my behind! Can you say DOUBLE STANDARD?

I'm so sick of this crap. Girls can get away with anything.

You have answered your own question, sort of.
Women will decide on their own what is offesnive to them depending on their mood and how they feel about an individual. Attraction is personal taste. the lines of Abuse and harrasment can be outlined by counselors and authorities, but whether or not charges are pressed depends on the tolerances of the one abused and the degree of fear they fell towards an individual that has violated their sense of trust or modesty.

Sexual harassment is when you are trying to have intercourse with a special lady friend and some other guy comes up and tickles your balls from behind.
