How can I fill the cracks with a plyable weather proof material (inexpensive hopefully) that form between my house foundation and concrete sidewalk?

Silicone Caulk. Look for it at any hard ware store.

You can either use a silicone caulk which is supposed to be plyable forever, or you can use a concrete grout that you can buy at most home improvement stores (home depot, Lowe's, hardware stores). Be sure to get the Non-Shrink grout. It is only about $8 per bag and goes a long ways. you just add water to mix it to a paste like pancake batter. Put it in the crack, it will set up and not shrink away from the sidewalk or foundation. Good luck

they sell silicone based mixtures at home depot. this will fill up the cracks as well as make them waterproof and flexible enough for cold and hot days alike.
