If you are referring to changing your own emotions by actions, then yes. There really is truth to the idea that you can "fake it til you make it" (pretend to be something until it is really true.) There have been studies to document that when depressed people intentionally take on the outward appearance of happiness (body language and facial expression) that their mood improves. And there is a reason that they say that laughter is the best medicine.
Biofeedback is another method of learning to control your emotions through physical means. You can learn what physical responses are associated with your negative emotions, change those physical responses, and thus change your emotional reactions.
If you mean trying to change another person's mood, that's way trickier. I am generally cheerful and optimistic, but we all have our bad days, and I HATE it when someone thinks that a stupid joke is all it will take to make me feel better when I am suffering emotionally. Someone thought that a childish joke would lift my spirits when I was grieving my brother's death, and I was furious that the depth of my emotion wasn't honored.
But having said that, the reason I usually am cheerful and optimistic is that I make the conscious choice to be positive. You have some choice in how to react to the world around you, and life is easier if you can assume that almost everyone means well even when they say dumb things and that, despite all the bad parts, life is really pretty good.

If someone is sad and you want them to laugh, you may actually make them angry because they may feel that you are making light of their feelings. Address the emotion they are showing, and then gently add a little humor. That's a very interesting question, by the way - Thanks!

Yes you can.
Basically you are changing the focus of their mind and they will follow the focus.
However, what causes the first emotion if remaining will continue to have an effect, although postponed.

yeah whenever im in a bad mood i watch a comedy show or if im in a situation where i know im gonna get made or upset i walk away from it
