I know of colleges and universities that offer classes in Fashion and Merchandising (Kent State University in Kent, Ohio does this)

Some colleges and universities offer tailoring classes as a part of the curriculum for Family Science (University of Akron).

I am not aware of any institutions that will teach this as a basic course. Most students pursuing these courses already have some basic sewing and tailoring classes under their belts. They learned in high school or with private lessons.

This doesn't mean they don't exist. You may want to do some searching on your own. Try Googling "Fashion" and "Universities" and see what comes up.
