The computer it's self ain't too important to internet connection speed..... it's the device that attaches the computer to the internet.... for fast speed you'll need to sign-up to an ADSL Broadband provider (in the UK I recommend PIPEX or BT.... outside the UK, I don't know).
If you want a fast computer for games and stuff, and price doesn't matter..... the best way is to knock one together yourself, since manufacturers such as DELL fill their PC's up with "Bloatware" that takes up stackloads of memory..... my cousin's son got a brand spanking new DELL PC just before last christmas (I guess at least 2GHz - 2.6GHz processor), and my 1100MHz AMD Duron powered PC feels faster (despite the fact it only scored 82% out of 28 similar when I benchmark tested it at PC Pitstop.com recently).
