Aaagh, I dont get it. What kind of program? How?

easiest way to do this.....
open up paint from your start-programs-accessories directory
under the edit menu, click paste from.... select the file and put resize it as you desire. then keep doing that for all the picturesw you want.
Just make sure that you resize them before clicking off the image you just inserted or else it will cover up.... yay for edit/undo

Use any image manipulating program such as Photoshop, GIMP (free), Fireworks and search for the tutorials on the net if u are new to the program. I'd recomend u to use GIMP if u cant afford expensive programs

Cut and past to a new image with larger size. Any graphic program can do that.

If you are talking about them being side by side, use your windows paint program.

Then import both photos you want onto the paint picture file and align them where you want them.

I use Photosuite. It will do the trick.
