600 to 699 gives 20 twos.

from 1 to 100, it occurs 10 times as the second number (2-92) and 10 as the first (20-29), so 20 total. this also works for the 100s and the 300s to 1000, which is 8 more times. that makes 180 right there. for the 200s, it occurs 100 times as the first number, 10 as the second and 10 as the third, which is 120. so my answer is 180 + 120 = 300.
