No. When someone is being judgemental they are usually condemning someone for a series of actions they disapprove of. This is often without any reason or evidence to back up their condemnation. When you tell them, you will have observed their behaviour and will be able to support your argument. So , you are in fact are giving a balanced and considered opinion

It may be judgemental or merely an observation, but to make an observation you need judgement so as it is hardwired in the human race to observe and judge different situations and people then I guess it must be judgemental. We just cant avoid it. We certainly would have not survived this long without being judgemental.
