First of all: do you know for sure that they aren't already aware that you like them? How long is a long time anyway?
I do agree that it may be a good idea to let them know, in case they are interested in you too; it may be best to talk to someone who knows both of you or at least knows the other person well and see what they say about your interest in this person and perhaps they'll be willing to ask that person for you.

Depends on your age...
High school- BOLDNESS!!
If you have a class with him... "Hey, Ted, how'd you do on the Geography test?..." or "So what are you going to do your History report on?"....
If you don't have a class with him... hmm... no ideas yet. Maybe slip a note in his locker, invite him to go get some ice cream or something...
If you're not in high school yet- If you have a class with him, any of the above will work.
If you're in college... same stuff or invite him to coffee... Ask what his major is, where he's from...
If you know him from work, ask when his days off are (if you don't work in an office) or what he's doing this weekend (if you do work in an office or if he's got the weekend or part of it off).
Mostly, just talk to him. Ask him about himself, what he likes to do.. If you find something in common, offer to accompany him... "You like to hike, too? I know this great trail..."

And if you do just approach them and say what comes out of your mouth if you say the right thing: Great!
If you say the wrong thing then you are not comfortable around them and that never leads to a good relationship

Talk to them. Ask them some questions about school or work, then ask something about themselves. Most people love to talk about themselves. If they're interested, they'll continue the conversation. If not, they find a polite excuse to end the conversation.

Dont try to go out or hook up with a friend, it will cause problams, i asked my best friend if she would like me to be her boy friend, did not hear from fhe for a while, she still kinda avoids talking to me, im sad about that, dont make the same mistake.

start with being yourself and saying hello. are they someone you see all the time? then if they are available, say, "ya know, we should go out sometime". see how that goes. then either drop it or ask what they're doing this weekend? have they seen (insert current movie)?or ... do they like (insert food type)? Go up and start talking to them. Smile. Use body language to indicate your interest (look into their eyes, get close to them). Show him/her that you are a fun, interesting person to be around and would be fun for them to get to know better (don't mean sexually, either).
After that, it's up to them. You can't force it.
