I think you can. My ex boyfriend had his, but it was for work puposes. He was helping to support his family. Otherwise, I think you have to be at least 15.

I'm from Texas. You can get your learner's permit when you're 15, unless you have a family situation (I can't remember what the exception is called). But most drivers can get their permit at 15 and license at 16. Even at 16 there are restrictions like you can only have one person in the car under 18, unless family. Things like that, I can't remember them all.

As others have said, no ... Possibly years ago when hardship licenses were granted to kids who parents owned Farms (most programs that did/still allow for 14 YO to drive are for farm work
