If you are speaking "health" wise, she should be more concerned with her Body Mass Index (BMI) than her weight.
BMI equals your weight in pounds divided by your height in inches squared: BMI = (lb/in2) x 703. Although BMI doesn't distinguish between fat and muscle, it more closely reflects measures of body fat than total body weight does. A BMI of 18.5 to 24.9 is considered healthiest for men and women. In case you don't feel like doing the math, a 5'5" woman's healthiest weight would be approximately 114-144 lbs. Since she has that 3/4", hers may be closer to the 5'6" range of 118-158 lbs.
If she is very athletic, BMI may not be the best measurement.

Depends on her frame size and age. Say that the girl is exactly 16 years old. The healthy weight range would be from 86 pounds to 126 pounds.

alot depends on a girls frame - i am 5' 5" and i weigh 131, but would be happier at 125 and i used to weigh 115 - too skinny, so I say somewhere between 120 and 135. as long as she is healthy and happy with herself that is most important!

Without knowing how large her frame is, or how dense her bones are, or how much lean muscle mass she has (ie weight that isn't fat), it's impossible to tell.
