" Terrorism is a global threat with global effects; ... its consequences affect every aspect of the United Nations agenda from development to peace to human rights and the rule of law. By its very nature, terrorism is an assault on the fundamental principles of law, order, human rights, and the peaceful settlement of disputes upon which the United Nations is established. The United Nations has an indispensable role to play in providing the legal and organizational framework within which the international campaign against terrorism can unfold".

SgtB said it best. The use of violence and the threat of violence to create fear to get what you want. Bullies are terrorists on a smaller scale.
The difference between war and terrorism is that war is an agreed upon practice and terrorism is a group of bullies trying to get their way.

Terrorism is using force to get someone to see your point of view and to get them to do something about it. It's force that is unnecessary in my humble opinion. Terrorism is, for example, bombing somewhere. Terrorists are people who believe in something so much, that they will use anything to get you to do it - even suicide. War is when lots of other people become involved, whereas terrorists are single people doing acts of terror...

"Terrorism refers to a strategy of using violence, or threat of violence to generate fear, cause disruption, and ultimately, to bring about compliance with specific political, religious, ideological, and personal demands.[1] The targets of terrorist attacks typically are not the individuals who are killed, injured, or taken hostage, but rather the societies to which these individuals belong. Terrorism is a type of unconventional warfare designed to weaken or supplant existing political landscapes through capitulation or acquiescence, as opposed to subversion or direct military action. The broader influence of terrorism in the modern world is often attributed to the dramatic focus of mass media in amplifying feelings of intense fear and anger.
The term is also used pejoratively to assert that the violence targets "innocent civilians," or that it is immoral, wanton, unjustified, indiscriminate, or executed "with disregard for human life." According to some definitions of terrorism used by states and governments, terrorists are actors who don't belong to any recognized armed force, or who don't adhere to their rules, and who are therefore regarded as "rogue actors." Groups that call themselves separatists, liberators, revolutionaries, guerrillas and other specific terms are often referenced vaguely and pejoratively by their enemies as terrorists."

Attacking non-military targets to instill mass fear to gain political or social goals. Attacks on civilian areas using non-uniformed troops, chemical or biological weapons, hidden or disquised explosives all fall under this definition.
